Summary Responsible for planning, coordinating, and supervising the administration of personnel policies and procedures to promote the employment and retention of highly qualified personnel.
Assists professional staff in a wide variety of licensure and license renewal tasks.
Essential Duties and
Responsibilities:
Assists with all personnel and related functions.
Assists appropriate staff with planning and implementing a program to recruit, employ, retain, reward, in-service, and develop competent employees for the school division.
Assesses staffing needs in cooperation with senior staff members.
Screens applications based upon established criteria; conducts screening interviews; refers applicants to hiring supervisors, and coordinates employment interview process.
Assists with the development of employee documentation, including but not limited to, policies and procedures, performance, appraisal, and any written employment agreement or contract.
Conducts exit interviews of personnel leaving the division and prepares statistical reports relative to employee observations and/or concerns.
Review all job descriptions periodically with supervisors and incumbents to ensure mutual agreement and unanimity of purpose.
Reports the problems, conditions, and needs of the Human Resources Department to the Superintendent regularly.
Attends regular meetings of the superintendent's staff and serves actively to improve communication, cooperation, and planning.
Plans, develops, and revises personnel management policies following state legislation for submission to the Board for adoption, and maintains personnel policy handbooks.
Coordinates an inclusive and continuing orientation/mentorship program for new employees, involving appropriate staff.
Revises policies, procedures, and practices and keeps employees informed concerning personnel policies, regulations, and procedures.
Conducts grievance interviews and implements policy as required apprising the superintendent of procedures and timelines.
Conducts harassment investigations and apprises the superintendent of process and progress.
Assists with ADA, FMLA, and FLSA issues.
Maintains courteous, professional, and effective working relationships with employees at all levels of the organization.
Represents the school division in its relationships with employee organizations, as well as, state and regional personnel meetings.
Provides supervision for the payroll and personnel administrative assistants.
Performs any other duties that may be assigned by the superintendent, or designee.
Qualifications Demonstrates an understanding of the job tasks.
Demonstrates the ability to deliver articulate oral presentations and written communication and to interact effectively with parents, pupils, teachers, administrators, classified employees, and the community.
Demonstrates the ability to understand human behavior and to lead and motivate people.
Demonstrates a working knowledge of the English language in written and verbal content.
Demonstrates responsibility for professional growth by seeking continuing education and in-service training.
Demonstrates professionalism by working cooperatively with other staff members, using support services when needed; ensuring that oral communications are clear, accurate, and grammatically correct, respecting the confidential nature of professional information, submitting reports accurately, punctually, and complying with administrative directives, individual school guidelines, and school board policy.
Demonstrates good work habits including punctuality and regular attendance.
Knowledge of local, state, and federal issues related to the areas of responsibility.
Knowledge of principles, practices, and procedures related to personnel management, including recruiting, performance appraisals, employee service, and training.
Ability to develop long-term as well as short-term goals and objectives.
Ability to demonstrate conflict-resolution strategies.
Ability to establish and maintain effective working relationships with all levels of the organization.
Ability to develop the budget as it pertains to areas of responsibility.
Ability to communicate in both oral and written form.
Ability to plan and direct a variety of programs associated with personnel.
Knowledge of ADA, FMLA, FLSA, and other related areas.
Skill in conducting fair and impartial appeal hearings.
Ability to objectively investigate employee or administration complaints or concerns by analyzing information and recommending and implementing solutions.
Ability to work with minimal supervision as appropriate.
Ability to understand when to forward issues to the superintendent.
Education and/or Experience Bachelor's Degree is required in an appropriate related field.
A minimum of three years of progressively responsible experience.
Experience with related personnel issues.
Evaluation Performance on this job will be evaluated following school board policy and administrative regulations on the evaluation of classified personnel.
